Like anything in this game, it's about prioritization. So the thrill level speeds up access to those things, but it's not as if you don't have access to them without achieving thrill level 2. The special requests are desirable, sure - but they give you extra tokens, chests, and gems, which is all stuff you have access to elsewhere in the game. No we don't NEED level 2 to be unlocked for the game to continue functioning, but it is still the only path to access a new feature with desirable rewards, and we do NEED level 2 if we want to access special requests and earn those special rewards faster. I know! No one NEEDS Ninja Turtle action figures to live, but I still needed April & Shredder in the sense that I had a collection of Ninja Turtles, and they were an additional step toward completing that collection. This feels like when I was 5 years old and I'd be trying to talk my Grandpa into buying me a new Ninja Turtle and I'd say, "I need Shredder or April" and my grandpa would say, "You don't need them, you want them" and even at 5 years old I'd give my grandpa a -_- "seriously?" face. Yes, playing games is optional, and every feature within said games is optional, but if you want to access this particular feature - Yes, Level 2 is required. Unlocking land isn't always required either, but it's desirable, and we still strive to do it. You could argue special rewards aren't "required" but you could also do that about any other feature in the game. Thrill level 2 is the only way to unlock special requests, hence it is "required" to access an otherwise inaccessible feature newly added to the game.
